1. ACCEPTANCE OF THIS AGREEMENT

This End User Agreement and Terms of Service ("Agreement") is a binding agreement between you ("you", "Candidate" or "User") and Lok Heytu Pvt Ltd, which operates the Skills Certify certification platform ("Skills Certify", "we", "us" or "our").

By creating or registering an account; ticking the acceptance checkbox; booking or scheduling an examination; or making any payment for a Skills Certify examination, you confirm that you have read, understood and agreed to this Agreement.

Your acceptance is recorded electronically and may be maintained as evidence of your agreement in accordance with applicable Indian law.

If you do not agree to this Agreement, you must not register, book an examination or make a payment through the Platform.

2. NATURE AND STATUS OF SKILLS CERTIFY CERTIFICATION

PLEASE READ THIS SECTION BEFORE MAKING PAYMENT.

Skills Certify certificates are issued solely by Lok Heytu Pvt Ltd through its Skills Certify business unit. A Skills Certify certificate:

  • is a professional or industry-oriented certification issued by Lok Heytu Pvt Ltd;
  • is not a university degree, diploma or academic qualification;
  • does not by itself confer academic credit;
  • is not a substitute for any qualification, licence, registration or certification legally required for a particular profession or occupation; and
  • is not represented as a statutory or government qualification.

Unless expressly stated in writing by the relevant statutory or regulatory authority, Skills Certify certifications are not accredited, approved or recognised by UGC, AICTE, NCVET, NSDC, any State Board, university, government department or other statutory authority.

The expression "industry-aligned" or "industry-oriented", where used by Skills Certify, means that the certification content and assessment are designed with reference to relevant professional knowledge, competencies and prevailing industry practices. It does not mean that every employer, institution, professional body or other organisation is required to recognise or accept the certification.

Skills Certify does not guarantee: employment; interviews; placement; promotion; salary increases; admission; professional licensing; academic credit; business opportunities; or any particular career, professional or financial outcome.

Testimonials, case studies, statistics and success stories displayed on the Platform are provided for informational purposes and, where applicable, represent the experience of the persons identified. They do not constitute a guarantee or representation that another Candidate will achieve the same outcome.

If you require a certification specifically accredited, approved or recognised by a statutory or governmental authority, you should independently verify that requirement before purchasing a Skills Certify examination.

3. ELIGIBILITY AND ACCOUNT

You must be legally competent to enter into this Agreement under applicable Indian law. Unless a particular certification is expressly stated to have different eligibility requirements, Skills Certify examinations are available to persons aged 18 years or above.

You must:

  • register using your true legal name;
  • provide accurate and complete information;
  • ensure that the name on your account corresponds to the name you want printed on your certificate;
  • keep your account credentials confidential; and
  • be responsible for activity conducted through your account.

One person may maintain only one Skills Certify candidate account unless we expressly authorise otherwise. You must not create an account in another person's name; permit another person to use your account; impersonate another candidate; or provide false identity information.

If your name changes after a certificate has been issued, documentary proof may be required and a reasonable certificate reissue fee may apply.

4. CERTIFICATION LEVELS, FEES AND TAXES

The current certification structure is:

Foundation — ₹999*
50 MCQ  |  60 minutes
Intermediate — ₹1,499*
75 MCQ  |  90 minutes
Advanced — ₹1,999*
100 MCQ  |  120 minutes

* Applicable GST and other legally applicable taxes are charged in addition to the displayed base fee. Fees are charged per examination attempt, not per lifetime certification. The applicable total amount, including taxes, will be displayed before payment.

A tax invoice will be issued in accordance with applicable law and may be delivered electronically to the email address associated with your account.

We may revise prices prospectively. A price change will not affect an examination that has already been successfully booked and paid for.

5. BOOKING, SCHEDULING AND RESCHEDULING

Examinations are scheduled through the Skills Certify booking system. A candidate's examination slot is confirmed after successful payment and confirmation by the Platform.

Rescheduling: A Candidate may reschedule a booked examination once without an additional rescheduling fee, provided the request is made at least 24 hours before the scheduled examination time. A rescheduled examination must be completed within the availability period offered by Skills Certify.

Requests made within 24 hours of the examination, missed examinations, late arrival or abandonment of an examination may be treated as an examination attempt and may not qualify for a refund or free re-attempt. Skills Certify may make an exception where a technical failure or other circumstance attributable to Skills Certify prevented the examination from being conducted.

The Candidate is responsible for ensuring that the Candidate's computer or supported device, camera, microphone, browser, operating system, electricity/power supply, internet connection, and examination environment meet the requirements communicated by Skills Certify before the examination.

A technical failure solely attributable to the Candidate's equipment, connectivity, environment or configuration does not automatically create an entitlement to a free re-attempt.

6. REMOTE PROCTORING AND EXAMINATION MONITORING

Remote proctoring is an integral part of the examination process where Skills Certify identifies an examination as proctored. Before beginning a proctored examination, the Candidate will be presented with a separate proctoring consent notice.

Subject to that separate consent and the applicable Privacy Policy, examination monitoring may include:

  • live video captured through the Candidate's camera;
  • audio captured through the Candidate's microphone;
  • screen capture or screen monitoring;
  • detection of changes to browser windows or tabs;
  • identity verification using an approved identity document;
  • still images captured for identity or examination-integrity verification;
  • browser lockdown or restricted examination mode; and
  • detection of unauthorised applications, software or other examination aids.

Proctoring data is processed for examination administration, identity verification, examination integrity, malpractice investigation, dispute resolution and other purposes described in the Skills Certify Privacy Policy.

Proctoring information will be accessed only by authorised personnel, service providers acting on our behalf where applicable, or disclosed where required or permitted by law.

Unless a different lawful retention requirement applies, proctoring media will ordinarily be retained for 90 days after the relevant examination or integrity matter is closed and will then be securely deleted in accordance with our retention procedures.

Withdrawal of proctoring consent during an examination will result in termination of the examination session, which may cause the examination attempt to be treated as forfeited.

The Candidate should take the examination in a private and appropriate environment and should ensure that no unnecessary person, confidential document or sensitive information is visible or audible within the examination environment.

7. EXAMINATION INTEGRITY AND PROHIBITED CONDUCT

Skills Certify examinations are designed to assess the individual knowledge and competency of the Candidate. During an examination, the Candidate must not:

  • consult unauthorised books, notes, websites, applications, devices or other materials;
  • obtain assistance from another person;
  • permit another person to take the examination on the Candidate's behalf;
  • communicate with another person for the purpose of obtaining examination assistance;
  • record, photograph, screenshot, copy, transcribe or reproduce examination questions or answers;
  • publish, upload, sell, distribute or share examination content;
  • attempt to obtain access to the Skills Certify question bank or examination content outside an authorised examination;
  • use software, hardware, virtual machines, browser extensions or other mechanisms intended to circumvent examination controls;
  • manipulate or interfere with the examination platform;
  • attempt to identify, reconstruct or obtain examination content through unauthorised means; or
  • otherwise engage in conduct intended to obtain an unfair advantage.

The Skills Certify question bank, examination items, assessment methodology, scoring methodology and related examination materials constitute confidential and proprietary information of Lok Heytu Pvt Ltd and/or its licensors. Unauthorised copying, reproduction, distribution or disclosure may constitute a breach of this Agreement and may also infringe applicable intellectual-property rights.

8. MALPRACTICE, INTEGRITY REVIEW AND APPEAL

Where Skills Certify reasonably suspects malpractice, examination misconduct, impersonation, unauthorised assistance, technical circumvention or other integrity violations, we may conduct an integrity review.

Evidence may include, where lawfully collected: proctoring records; examination logs; device or browser events; response patterns; statistical analysis; identity verification information; reports from authorised personnel; and other relevant evidence.

Following an integrity review, Skills Certify may, where appropriate: invalidate the affected examination attempt; withhold or delay the result pending review; refuse issuance of a certificate; revoke a certificate obtained through malpractice or misrepresentation; revoke other certificates where there is a substantiated connection to the misconduct; suspend or terminate the Candidate's account; restrict future examination access; and take other lawful action appropriate to protect examination integrity.

An examination invalidated for malpractice is not eligible for a refund unless Skills Certify determines otherwise.

Appeal: A Candidate may appeal a final integrity decision once, in writing, within 15 calendar days of notification of the decision. Appeals should be submitted to [Appeals Email — TO BE INSERTED].

The appeal will, where reasonably practicable, be reviewed by a person who was not responsible for the original determination. The appeal decision will be communicated to the Candidate and will constitute Skills Certify's final internal decision on the matter, without prejudice to any rights or remedies available to the Candidate under applicable law.

9. RESULTS, CERTIFICATES AND VERIFICATION

Results will ordinarily be made available through the Skills Certify Platform after completion of the examination, subject to any integrity review or technical verification. Where a Candidate successfully meets the applicable certification requirements, Skills Certify may issue a digital certificate.

Certificates may contain: Candidate name; certification title and level; certificate identification number; issue date; validity/expiry date, where applicable; score or other assessment information, where applicable; and a verification mechanism.

Certificate validity: Unless a particular certification expressly provides otherwise, a Skills Certify certificate is valid for three years from the date of issue. After expiry, the certificate will be shown as expired on the verification system. Recertification or renewal, where offered, will be governed by the certification requirements applicable at that time.

Verification: Each certificate is assigned a unique identifier and may be verified through the official Skills Certify certificate verification system. The verification record is the authoritative source for determining whether a certificate is valid, expired or revoked. A PDF, screenshot, printout or image of a certificate should not be treated as independently authoritative where its status differs from the official verification record.

Skills Certify may revoke a certificate where it was: obtained through malpractice; issued to a person whose identity was misrepresented; obtained through material false information; issued in error; or otherwise invalid under the applicable certification rules.

A Candidate must not alter, forge, manipulate or misrepresent a Skills Certify certificate or claim a certification, score, level, accreditation, approval or recognition that has not been awarded.

10. RE-ATTEMPTS

A failed examination does not automatically entitle the Candidate to a free re-attempt. Each new examination attempt requires a new booking and payment at the applicable fee unless Skills Certify expressly provides a complimentary re-attempt.

To protect examination integrity, Skills Certify may impose a reasonable waiting period between attempts for a particular certification. The applicable waiting period, if any, will be communicated through the Platform.

11. CANCELLATION AND REFUNDS

Refunds and cancellations are governed by the Skills Certify Refund and Cancellation Policy, available at [REFUND POLICY URL — TO BE INSERTED]. Unless the Refund Policy states otherwise, the following principles apply:

Eligible for refund: An examination that has not commenced may be eligible for cancellation and refund where the Candidate cancels at least 48 hours before the scheduled examination time, subject to the applicable processing fee.

Generally non-refundable:

  • examinations that have already commenced;
  • missed examination slots;
  • abandoned examinations;
  • examinations cancelled within the applicable 48-hour window;
  • examinations invalidated due to malpractice; and
  • fees already consumed for services that have been completed.

Any refund approved under the Refund Policy will ordinarily be returned to the original payment method within 7–14 business days, subject to payment-provider and banking timelines.

Nothing in this Agreement limits any mandatory consumer right or remedy that cannot lawfully be excluded.

12. CONTRIBUTORS AND EXAMINATION CONTENT

Where a person separately contributes examination questions, item banks, assessment materials or other content to Skills Certify under a Contributor Agreement, that contribution will be governed by the applicable Contributor Agreement.

Unless otherwise agreed in writing, a contributor warrants that contributed material: is original or lawfully licensed for the intended use; does not knowingly infringe third-party intellectual-property rights; is not copied from a third-party certification body's confidential question bank; does not contain confidential information belonging to an employer or another person; does not breach a contractual confidentiality obligation; and may lawfully be provided to Skills Certify.

Ownership, licensing, remuneration, confidentiality, intellectual-property rights and other contributor obligations will be governed by the separate Contributor Agreement. A contributor must not sit for an examination in a certification domain where doing so would create a conflict with the integrity controls applicable to contributed examination material.

13. RESELLERS AND REFERRAL PARTNERS

Where Skills Certify appoints resellers, referral partners or other sales partners, such persons are independent contractors unless a separate written agreement expressly states otherwise. They are not employees, agents, partners or legal representatives of Lok Heytu Pvt Ltd merely by virtue of being a reseller or referral partner.

No reseller or referral partner has authority to: alter Skills Certify certification requirements; represent that a certification is governmentally accredited or recognised when it is not; guarantee employment, placement, promotion or salary outcomes; make representations inconsistent with official Skills Certify information; offer unauthorised pricing or benefits; or bind Lok Heytu Pvt Ltd to any obligation without written authority.

Skills Certify may suspend or terminate a reseller or referral relationship where a partner makes materially false, misleading or unauthorised representations. The applicable partner agreement may contain additional indemnity and compliance obligations.

14. ACCEPTABLE USE

You must use the Platform lawfully and responsibly. You must not upload, transmit, submit or otherwise use the Platform to:

  • impersonate another person;
  • provide information that is materially false or misleading;
  • infringe intellectual-property or other legal rights;
  • upload material that you do not have the right to provide;
  • introduce malware, malicious code or harmful software;
  • interfere with Platform security or functionality;
  • attempt unauthorised access to systems or data;
  • harass, threaten or unlawfully target another person;
  • upload unlawful, obscene or otherwise prohibited material;
  • compromise the integrity of an examination;
  • circumvent technical safeguards; or
  • violate any applicable law or regulation.

We may restrict access, remove content, suspend accounts or take other lawful measures where necessary to protect users, examination integrity, Platform security or our legal rights.

15. PERSONAL DATA AND PRIVACY

Skills Certify collects and processes personal data necessary for account creation, payment, examination administration, identity verification, certification, certificate verification, customer support, examination integrity, fraud prevention, legal compliance and other purposes described in the Skills Certify Privacy Policy.

Personal data may include, depending on the services used: name and contact information; account information; payment and transaction information; identity verification information; examination responses and results; certificate information; device, browser and technical information; examination-proctoring information; and communications with Skills Certify.

Personal data will be processed in accordance with applicable data-protection law and the Skills Certify Privacy Policy. The applicable privacy framework includes the Digital Personal Data Protection Act, 2023 and the Digital Personal Data Protection Rules, 2025, to the extent and from the date those provisions apply to the relevant processing. The final operational privacy documentation must reflect the applicable implementation and enforcement timeline.

Proctoring consent is obtained separately from acceptance of these Terms where required.

Retention: Certification and verification records may be retained for up to eight years, or for another period where required or permitted by applicable law. Proctoring media will ordinarily be retained for 90 days, subject to the applicable retention procedures described above.
